PWA compliance for subcontractors

Start with the project inputs. Then make every week predictable.

You have been told the project has PWA requirements. Here is the practical sequence to get organized before the first deadline.

01

Before anyone starts work

Get five answers in writing.

These inputs control the workflow. A generic spreadsheet cannot supply them for you.

  • Does PWA apply to your specific scope and facility?
  • Which wage determination, modification, and classifications control?
  • What format, cadence, due date, and portal does the project require?
  • How is the apprenticeship requirement being managed and allocated?
  • Who approves classifications, corrections, apprentice issues, and lower-tier packages?
02

Set the weekly control

Build a simple operating cadence.

Monday

Roster

Confirm who worked, where they worked, and the classifications they performed.

Tuesday

Reconcile

Review hours, wages, fringe entries, apprentice status, and lower-tier submissions.

Wednesday

Correct

Resolve obvious exceptions while payroll records and people are easy to reach.

Thursday

Assemble

Build the upstream package, index it, and obtain internal approval.

Friday

File

Save proof of submission and log every reviewer comment or rejection.

03

Keep the tests separate

Do not reduce apprenticeship to one “yes/no” field.

Labor hours

Track cumulative covered labor hours and qualified apprentice hours.

Daily ratio

Keep the registered-program ratio evidence for each day apprentices work.

Participation

Check the separate hiring requirement when an employer has four or more covered workers.

04

When something looks wrong

Preserve the facts. Escalate. Correct. Never overwrite.

Keep the original package, assign an owner, set a due date, document what was changed, save proof of payment or revised records, and link the correction back to the original exception.

Stop and ask before guessing.

Unknown classification, unexplained fringe credit, unverified apprentice status, missing daily ratio, or a project team that cannot name the controlling wage determination.
